The default modifier of revolt risk is just too high. This makes the game absolutely unplayable.
I tried to annex a country and there are just dozens of rebel forces constantly popped out t all times.
This makes annexing another country literally impossible...

It's the nationalism modifier. Build more POL units and wait until the nationalism ends by itself.

I think it should be fixed by going into defines.lua and changing the figure here: country = { CORE_LOSE = 50, CORE_GAIN = 50, YEARS_OF_NATIONALISM = 20, -- Years of NationalismBut I haven't tested that yet. Edit: Also, I think Nationalism in annexed territory is pretty realistic. Look how much trouble the US had in Iraq despite not even annexing the country. You should be forced to stretch your forces for an occupation, at least for a while. I would definitely shorten it from 20 years, though - 10 should suffice. If you keep at least 50 of these in your deployment pool, you have a cheap occupation force: This will beat any uprisings in a province they control. If you arrange them such that there aren't big gaps between them - no more than two empty provinces, say - then you can manage rebellions much more efficiently. Think outside the box .

1st Germany should have a modifier to heavily reduce it, it needs to be reduced to some degree everywhere due to rebellions in the US.
As far as nationalism goes, I don't know how much that should be lowered. The focus of the game should not be on conquest, it should be difficult and occasional (aside from areas where you have cores).

India for example should be able to steamroll its neighbours through sheer weight of numbers and economy size (facilitating research). The roadblock to conquest, historically, was alliance blocks, not popular dissent. And so should it be in EvW, *if* we can get the AI to form alliance blocks.

I just don't want to see a lot of aimless blobbing, but as you said if alliance blocks can be created, and the UN made to do something then it should be fine. I would like to see invasions focusing around installing friendly govs (or protecting them), restoring cores, and of course Arab nationalism in the middle east. I'm not saying that there shouldn't be war, I'm just saying that most wars shouldn't focus on outright annexation.
