the unfill spots have to be filled. thats how i found out right now.

I'm noticing that this problem appears to be because something is causing the modules you want to select to be "unavailable" when you try to select it. It seems that the modules .txt files located in the units directory assigns a numeric value to each module of each type. They seem to advance in number, from 0-10, with 0 being the most low-tech, and 10 being the highest. From what I gather, something needs to be unlocked before those modules can be selected.
I have no idea why that means you can't select the unlocked modules, though.

We know that a lot of tech is bugged, could it have something to do with that?

Trying to modify my nuclear missile submarines as the URSS, i found out that a, let's say, a Delta nuclear capable submarine can't handle the same nuclear missiles as a typhoon or so.

I did some work on the naval modules last year, mainly focussed on adding in missing tech levels to the tech trees, if this is still being worked on let me know and i'll find a way to post what i've got to so far. I seem to recall having last looked into this back in October that there is a missing tech for deck helicopters which i can't find anywhere, has anyone else hit a similar issue?
