I tried to expand two factories in the same province. The second one started to expand and gave an estimated date, but the one I expanded first just sits there with the indicator at 0% indefinitely. I waited out the one that was working, to see whether maybe you can only expand one per province, but even after it was done this one stayed at 0%.
I tried to demolish it, and then the game CTD'd.
I've tested another 3 times, the game always CTDs when I try to demolish this factory. Demolishing other factories works fine.
