Playing this game, I noticed that "Negotiate" function, especially on licensing or buying units, is not working properly. But sometimes it works for other people: That panel works for me but trade tab in econ doesn't. Its weird, some features work for some but not for others. Is there any way to fix this bug? It ruins the whole game if you are playing small countries which don't have any economic power to produce units.

It doesn't work for me either. I'm using Teodosios 2.2.

Same issue for me. The interesting thing is that the panel as a whole is 'half' functional. I can still trade resources (money, fuel, supplies) just fine. But anything having to do with units and tech is borked. When I click the tabs to trade units or technology, there is either nothing there, or I can't even actually click on it. And license producing doesn't work at all either.
The issue with licensing is weird in itself. I think everything is backwards? When I go to the 'offer' tab when attempting to license, I think it may actually be showing the units you want to 'demand' from the other country. I've tried to get it to work as a small nation with no military tech, and in the offer screen there is all the tech the US has rather than in the demand screen. In the demand screen there is often nothing there at all, and when there is, the button to add it to you request doesn't work- it's grayed out.
All in all, it's all topsy turvy and non-functional. Like OP says, it really ruins the game if you're playing as anyone who's not a great power.
EDIT: I'm also using Teodosios 2.2, but I also have this issue in the most recent non-Teodosios version of the game too.

I wonder if it's just a minor error somewhere.

I've been scouring the game files, looking for where any sort of error might be regarding this, but have come up short. Would this be an issue that's in the exe itself, or some other sort of problem? I'd try and fix it myself if I had any idea where the mechanics related to diplomacy and negotiation were located.
