Bug title:
Unable to end wars
Severity: Critical

Bug description:
I am unable to get an enemy to agree to any peace deal, even if they are completely occupied. I can accept peace deals sent by enemies but they have never sent anything other than white peace.
How to re-create the bug: go to war and attempt to make peace
Please help! No one else seems to be suffering from this. Have I made a mistake in my installation of the game?
EDIT: On second thought it may be because I forgot to select "complete edition" from the launcher. I feel dumb if that is the case but if that is not the cause, can someone give me a solution.
EDIT: Nope, that didn't fix it and also made supplies stop working.
Yet another edit: Ok, randomly I am able to offer peace normally but only for a tiny window of a few seconds.
