ModDB vs Complete versions / Elections fix?

I'm super glad to see the slightly-finished product here as I've been following its development for almost 2 years.

Anyway, I only learned about the leak this week, and I immediately noticed that there were 2 versions, or at least there appeared to be to me.  One was from ModDB and included a large array of fixes.  (link: www.moddb.com/mods/east-vs-west-the-hearts-of-iron3independent-mod/news/new-update60 )

The other version I believe is called "Complete" and was referenced by the EvW pastebin (Link: pastebin.com/UQm9NHCZ )

Here are the questions I have, please bear with me!
1 What are the differences between these versions?
2 Of the "Complete" editions from the pastebin...why are there several links? (Complete edition/mod only/leak v1.0)?
3 I understand elections are not working properly, but saw there was a fix, which apparently is a dead link. Does anyone have this fix available?

Starting to answer some of my own questions: The ModDB link was actually posted by Alexey on Dec 2nd, which he calls the most stable version and it appears to be true. So it appears to me that the ModDB link is the "Most Up To Date" version of EvW publicly available now...of course, anyone should correct me if I'm wrong here.

I've got THIS version running and it seems to be doing rather well. But the Elections fix is something I'm still trying to find.

What me and Rosoldolf have found out this mods dont do ANYTHING to the game we have fixed a big issue on the game that made most ships and subs crash the game and it was the torpedo's where messed up Rosoldolf fixed and he doesnt know how, What are we planning is to fix all the bugs and release it but that latest download at MODDB is so bad that i think we might just do a patch.
BTW we wont be doing anything over Christmas if u have went over at the Dev progress or whatever.
