So by the looks of that, we'd want to use the line:
any_province { controlled_by = REB } right? Correct me if wrong here. I'm not too familiar with modding Paradox games, I'm more of a coder.

That feels like too much of a hair-trigger. For large nations this could have unintended consequence, i.e if China is mobilizing and demobilizing its army once a year because of a single province rebellion in Tibet it could have effects on the global economy. Perhaps something like revolt_percentage = 0.05 would be better instead (with higher percentages triggering higher Defcon levels).

I'd agree, if EvW had the same mobilization/demobilization feature that HoI does, but as far as I can see it doesn't. So all that would happen is whichever country suffered the province loss to the rebels would merely move into a more militarized posture (increases supply/fuel consumption of all units), as well as change how the AI appropriates its sliders in the economy window. So really the only affect is that AI nations are actually reacting to rebellions on their turf, as opposed to just letting them run rampant. Would that work?

I've noticed the rebel bug as well, I'm playing a game as Egypt, Port Said is in rebellion, as are parts of the United States and as far as I can tell the ai is doing nothing.
