HELP : supplies in allied countries ?

Hi everyone ! I just started a game with France in 1946 and I try to send troops in Indochina to fight against North Vietnam, but none of my troops receive supplies and fuel so I can't attack ennemies. I tried to send one division in another allied country (UK) and there is the same problem. Is this normal ??

P.S. : there is another problem, when I start a war, my allies (and even my puppets) don't follow me, and I can not ask them to do so... In the context of the Cold War it seems very unrealistic...

Actually it is, it also happen to me while playing as the soviet union when i tried to invade sweden.
When you start a war you should use "limited war" intested of just war, it may look weird but work with me. while playing as the soviet union i declare war at the Us and nobody join but when i used limited war every Nato country joined and so did my Allies
