[WIP] Decisions to change government type

Hello everyone,

I'm not part of the development team, but I'm very interested in East Vs West, so I used my poor knowledge of modding to try getting something done.
This is a work in progress and the status of each decisions will be shown here below :

-Totalitarian State decision : 80% (Needs : Polishing, Localisation, ai_will_do, maybe a few side effects.)
-Authoritarian State decision : 0% (Needs : Everything)
-Other decisions not yet planned.

I want, before developing even further these new decisions, to show you the first I'm currently working on : Form a Totalitarian State :

I tested it in my game with India, here are the results, before :

This thread is 100% opened to suggestions and criticism, feel free to ask side effects or any other way to balance the decisions, I will consider them.

Eh, you can already suspend elections, I honestly don't think this is that necessary, sorry.

The game is still in development, i'm pretty sure that government type will be important at some point.

EDIT : Just found an example, in a totalitarian state, you can ban every parties except yours, you can't do this in a democracy or a constitutional monarchy where you can ban only one.

Well, if you click on all of them without clicking "OK" on the popup asking if you want to ban the party, you an literally ban all other parties in an otherwise democratic state, otherwise Amazing work!

That's a good point, might be something to fix then !

If you want to fix something gov related, the abdicate monarch decision appears to do nothing, except give you the penalties while your monarch remains. I tried this as Egypt, and the Greek AI fired the decision like 3 times in a year.

Yes I also noticed that, that must be the head of state abdicating mechanic that is broken.
